Super happy to report: VirtualBox VM on Ubuntu Host running Win7 (32) SIO2PC USB
Biggest headache was from VirtualBox "no usb devices detected"
1. install VirtualBox Extension Pack"
2. add user to virtualbox:
sudo adduser yournam vboxusers
4. Lastly in Win 7 Device manager update driver (point to 32 bit drivers included in program directory)

I can confirm this approach ALSO works for the AtariMAX "Maxflash USB programmer" and "8MBIT Flash Cartridge"....
(While I'm adding this to the "wrong" forum - MaxFlash isn't APE - the above posting was the best documentation provided on using Virtualbox with Steve's hardware.)
[Flash Cart] works on macOS High Sierra + Virtualbox, using a w32-bit Win10 free VM. Don't forget the implied step of adding a "USB Filter" in VB (plug in the Programmer, so VBox can detect it and present it in the list of things to "filter" for).
It might take a couple of tries to get the device detected in the Windows 10 VM
This is great because all my home systems are macOS or Linux, except for this ratty old Windows laptop I can now get rid of!
