From what I see in the Zip file you just posted, there is only a “.BIN” file in there.

Is there any chance you still have in your archive the respective “.ATR” file with the in-system flasher for that cartridge image? I do not have the USB-attached PC-based flasher device, and I don't have the software set up to generate that disk image myself.

I have done that for you.

Tip:
With the "Maxflash Cartridge Studio" software, you can convent a BIN file to a flash-ATR file.
Or save a compilation as flash-able disk.
Just select the correct cartridge to flash and you are ready.

No need for a USB-programmer anyways
